Makati for most visits — the broadest hotel choice, the restaurants and bars, and streets that are pleasant to walk. BGC is newer, greener and easier on foot but further from the historic sights. Ermita and Malate put you next to Intramuros and Rizal Park at lower prices, and Pasay makes sense if you have an early flight.

Two is enough for Intramuros, Rizal Park and the museums, plus an evening in Makati or BGC. Most travellers treat it as an entry and exit point for the islands rather than a stay in itself, and give it a night at each end.
